EPFO 3.0 New Rules 2026: Everything You Need to Know About UPI Withdrawals, ATM Cards & Simplified Claims

For decades, withdrawing your own PF felt like asking for a favour. The EPFO 3.0 new rules change that for good. Approved in October 2025 and rolling out through mid-2026, it’s the biggest reform India’s Provident Fund system has seen in 60 years. The numbers tell the story – 30 crore members, instant UPI and ATM withdrawals, auto-settlement up to ₹5 lakh, and 13 confusing withdrawal categories cut down to just 3. Your money, your rules, finally.

KEY POINTS
  • UPI and ATM-based PF withdrawals launching by mid-2026
  • Auto-settlement up to ₹5 lakh – no manual processing needed
  • 13 old withdrawal categories merged into just 3
  • No employer attestation required for KYC-verified accounts
  • Minimum 12 months of service required for partial withdrawals
  • 25% of the total PF balance must be retained at all times during service

What Is EPFO 3.0?

For most salaried workers in India, withdrawing PF has always been a slow, frustrating process. Forms, employer sign-offs, and week-long waits were the norm. EPFO 3.0 ends that.

The Central Board of Trustees (CBT) formally approved the EPFO 3.0 framework at its 238th meeting on October 13, 2025, chaired by Union Labour Minister Dr Mansukh Mandaviya. The Ministry of Labour and Employment confirmed the changes via a PIB press brief on October 15, 2025.

The rollout began immediately after and is expected to be fully operational by mid-2026 – including UPI and ATM-based withdrawal features. The goal is to make PF access as fast and simple as online banking.

EPFO 3.0 New Rules: 5 Big Changes in 2026

1. Withdraw PF via UPI and ATM

This is the headline change. Members will soon be able to withdraw PF money directly through any UPI app – PhonePe, GPay, or Paytm – or by using a dedicated EPFO ATM card, much like a regular bank debit card. The UPI and ATM features are on track for a late May to mid-2026 launch, according to sources close to the Ministry of Labour.

To use UPI withdrawal, members log in to the EPFO portal or UMANG app, generate a QR code, and transfer funds to a verified UPI ID. The ATM card facility is especially useful for workers with limited internet access who need physical cash.

Digital withdrawals via UPI or ATM are capped at 50% of the eligible advance amount. The universal 25% retention rule also applies – at least 25% of your total PF corpus must remain in the account at all times during service. This floor cannot be bypassed.

2. Auto-Settlement Up to ₹5 Lakh

Claims up to ₹5 lakh now settle automatically – without any manual review by an EPFO official. This is a massive jump from the previous threshold and means approximately 95% of all PF claims will process in hours rather than days or weeks.

For auto-settlement to work, your UAN must be fully KYC-compliant: Aadhaar-linked, PAN verified, and bank account seeded. Claims above ₹5 lakh continue through the standard manual process.

3. Three Simplified Withdrawal Categories

Earlier, EPFO had 13 separate, overlapping withdrawal heads that confused members and slowed claims. EPFO 3.0 collapses all of them into just three clear categories:

  • Essential Needs – illness, education, marriage
  • Housing Needs – purchase, construction, home loan repayment
  • Special Circumstances – natural calamities, unforeseen emergencies

This simplification speeds up processing and removes ambiguity about which form to file.

4. No Employer Approval Needed

One of the biggest pain points for job changers and those between jobs is gone. For KYC-verified accounts, members can now file withdrawal claims without any employer attestation. In 2025–2026 alone, approximately 1.59 crore members seeded and verified bank accounts without employer approval, clearing a massive backlog.

Employer attestation is still required only if your UAN is not KYC-verified – another reason to ensure Aadhaar, PAN, and bank details are linked before filing a claim.

5. Phased Withdrawal for Job Loss

Members who lose their jobs now have a structured safety net. You can withdraw 75% of your PF balance after one month of continuous unemployment. The remaining 25% is available only after the second month, ensuring you don’t exhaust your corpus in a moment of panic.

EPFO Old Rules vs EPFO 3.0: Quick Comparison

Auto-Settlement Limit Lower threshold ₹5 lakh (95% of claims)
Employer Approval Required for most claims Not required (KYC-verified)
Processing Time Weeks Hours to the same day
Job Loss Withdrawal Lump-sum possible 75% after 1 month, 25% after 2nd

What You Need to Use EPFO 3.0 Features

To access UPI withdrawals, ATM cards, and auto-settlement, your UAN must meet all three KYC conditions:

  • Aadhaar linked and verified with UAN
  • PAN verified on the EPFO portal
  • Bank account seeded and activated

Without full KYC, none of the new digital features works. Employer attestation becomes mandatory, and auto-settlement is blocked. Update KYC now at epfindia.gov.in or via the UMANG app before you actually need to file a claim.

Good News for Pensioners: Digital Life Certificates from Home

EPS-95 pensioners no longer need to visit a bank or EPFO office to submit their Digital Life Certificate (DLC). It can now be submitted from home through India Post Payments Bank (IPPB). The ₹50 service fee is fully covered by EPFO, making this completely free for pensioners.

Additionally, the Centralised Pension Payment System (CPPS) – live since January 2025 – credits pensions directly via NPCI to any bank account without requiring a Pension Payment Order (PPO). This resolves a decades-old pain point for pensioners who had to chase PPOs across banks.

FAQs

Is EPFO 3.0 fully live right now?

The core rules – three categories, no employer approval, ₹5 lakh auto-settlement – have been in effect since October 2025. The UPI and ATM withdrawal features are expected to go live by mid-2026.

Can I withdraw 100% of my PF under EPFO 3.0?

No, during your service years, at least 25% of your total PF balance must remain in the account at all times. The 50% cap on digital withdrawals (UPI/ATM) also applies separately. Full withdrawal is only allowed after completing your service or after the phased job-loss process.

Do I still need my employer’s signature?

Not if your UAN is fully KYC-verified (Aadhaar + PAN + bank account). If KYC is incomplete, employer attestation is still mandatory.

What is the minimum service needed to make a partial withdrawal?

Five years of continuous service is generally required for full withdrawal, but EPFO 3.0 has standardised the minimum service for partial advances to 12 months uniformly across categories.

What happens if my KYC is not updated when I file a claim?

Your claim will be auto-rejected by the system. Employer attestation then becomes the only path, which adds days or weeks to the process. Always ensure KYC is updated before filing.

Are the new EPFO 3.0 rules applicable to all members?

Yes, the new framework applies to all active EPF members across India filing claims from October 2025 onward.
